Zonal Value

Zonal value is the BIR's assessed value of real property in a specific zone. Used as the minimum basis for computing taxes (CGT, DST). BIR uses whichever is higher: zonal value or selling price.

📄 Overview

Zonal value (also called zonal valuation) is the Bureau of Internal Revenue's (BIR) published estimate of property values per zone or area, used as the basis for computing taxes on real estate transactions. Zonal values represent the minimum price the BIR accepts for tax computation purposesu2014if the actual selling price is higher, the selling price is used; if the zonal value is higher, the zonal value applies.

📄 How It Works

The BIR divides cities and municipalities into zones and assigns a per-square-meter value for each zone based on land classification (residential, commercial, industrial, agricultural). These values are published in BIR Revenue District Office (RDO) zonal valuation schedules. For transactions, the BIR uses the higher of: (1) the selling price stated in the deed of sale, or (2) the zonal value. This prevents underdeclaration of property prices to avoid taxes. Zonal values are updated periodically (every 3-5 years) through public hearings and BIR issuances.

📄 Where to Find Zonal Values

Zonal values can be obtained from: the BIR Revenue District Office (RDO) where the property is located, the BIR website (for some areas), and licensed real estate brokers who have access to current schedules. Each city/municipality has multiple zones with different values. Commercial zones have the highest values, followed by residential, then agricultural. Values can vary significantly between adjacent zones.

📄 Impact on Transactions

Zonal values affect: Capital Gains Tax (6% of the higher of selling price or zonal value), Documentary Stamp Tax (1.5%), and transfer tax (0.5-0.75%). If the zonal value is significantly higher than the selling price, the tax burden increases accordingly. Some areas have outdated zonal values that are far below current market prices, while others may be above market. Buyers and sellers should check zonal values before negotiating to understand the true tax implications of the transaction.

🇵🇭 Philippine Context

Zonal valuations are mandated under the Tax Code and administered by the BIR. The BIR issues updated zonal values through Revenue Memorandum Orders (RMOs). Under RA 12001 (Real Property Valuation and Assessment Reform Act, 2024), a standardized property valuation system is being established to harmonize BIR zonal values with LGU assessed values. This reform aims to reduce discrepancies and simplify property taxation. Currently, zonal values, market values, and assessed values can differ significantly, creating confusion and opportunities for tax avoidance.
